Changes

• The installer now initializes, materializes, and read-verifies the service wallet personal meta-block and creates its regular ZK coupon; production nERP writes no longer fail because .ntp.block_id or required meta-chain ZK coverage is missing.
• Production builds now embed the exact Git commit and return it from /api/v1/version instead of dev.
• The default Relay now uses Ino; retired Hinata configuration is migrated safely.
• Publish and smoke jobs no longer hide missing deployment variables behind a successful skip.
• Added the safe Actions rule engine without arbitrary code execution.
• Added nERP Project Service Grants, table/column/operation ACL checks, and the DSR billing gate.
• Added e2e smoke: Telegram/OCR event → Actions → nERP dry-run.
• Added .deb, systemd units, auto-update timer, package site, and registry endpoints.
